Report Regarding Chungshan.

Telegram from the Capital.

The Executive Yuan has received a report from the

Ministry of Finance to the effect that since Chungshan

has been established as a free port, smuggling has daily

increased causing a loss to the national revenue of

several hundred thousand dollars; the Executive Yuan

instructed the Ministry of Finance on the 22nd (? November)

that permission is given to apply the Customs regulations

temporarily to all imports and exports passing through

Chung shan.
